Ind. Courts - Rep. Dick Dodge of Pleasant Lake is authoring legislation to allow counties to use money from JTAC in order to update databases containing information on criminals; Update on status of JTAC

(INDIANAPOLIS) - As the State House of Representatives began its 2006 Legislative Session yesterday, Republican Representative Dick Dodge of Pleasant Lake is authoring legislation to allow counties to use money from the Judicial Technology Automation Committee in order to update databases containing information on criminals. The state is hoping to move to a database system that would be compatible among all counties around Indiana. Dodge says some counties are keeping track of criminal information on seriously outdated systems.
So far, Rep. Dodge's bill is not available. Here is the list of bills he has introduced.

And what of JTAC? The last ILB report on JTAC was from Oct. 26, 2005. A few days earlier JTAC had posted a notice: "In order to determine the best way to proceed, the Court has decided first to gather information systematically on recent developments in case management systems in general and case management systems technology in particular."

So what has happened since? There is little new about the "plan to link 400 courts" on the JTAC website. The Fall 2005 JTAC newsletter gives more detail about the gathering of information on case management systems (CMSs), which concluded a month ago, but gives no indication of the new step in this project that has been ongoing for a number of years.

JTAC prepared a technical and business questionnaire, consisting of 197 questions with 18 detailed scenarios that covered everyday tasks encountered by the courts' and clerks' offices. The questionnaire and scenarios were distributed to identified national and Indiana vendors, and any other interested vendor was invited to respond. After the responses were collected, vendors made day-long presentations to JTAC members, staff, and other stakeholders. The schedule for the vendors (with pertinent information disclosed by the vendors) follows:
  • November 15 Marion County court staff and Daniels and Associates—JUSTIS.Net.
  • November 18 Maximus—home office in North Canton, OH; 4,800 employees with 108 in the Justice Solutions Division; 2004 Annual Revenue of $600 million; 260 clients with over 17,500 current users; and 21 years experience in court case management.
  • November 21 ACS—home office in Lexington, KY; 53,000 employees; 2004 Annual Revenue of $40 billion; products in use in 1,300 courts; and 16 years experience in court case management.
  • November 22 CSI—home office in Fishers, IN; 15 employees, all devoted to CMS product; Annual Revenue of $1.2 million; over 2,000 current users; and 20 years experience in court case management.
  • November 28 AmCad—home office in Reston, VA; 40 employees; and 10 years experience in court case management.
  • November 29 Gottlieb & Wertz [Quest]—home office in Indianapolis, IN; 2 employees; over 5,000 current users; and 16 years experience in court case management.
  • November 30 Tyler Technologies—home office in Dallas, TX; 1,400 employees with 250 employees devoted to court-related products; Annual Revenue of $150 million; over 6,500 current users; and 25 years experience in court case management.
  • December 8 Deloitte & Touche USA — home office in New York with an Indiana office located in Indianapolis; 30,000 US employees with approximately 100 court consultants; approximately 20,000 users of the various court case management solutions they've provided; 10 years of experience delivering court-related products.
Following the conclusion of the demonstrations, the Court will announce whether it will begin a formal procurement process or take other steps toward achieving its statewide case management system vision.
