Ind. Courts - Senate version of budget would make changes in JTAC funding and control
SECTION 115 (see p. 168 of the PDF) of the Senate version of the budget, just out, cuts the Court's automated recording keeping fee increase. Compare with SECTION 81 (p. 113 of the PDF) of the House version.
In addition, SECTION 114 of the Senate version (p. 167-168 of PDF) moves administration of the "judicial technology and automation project fund established to fund the judicial technology and automation project" (i.e. JTAC) from the division of state court administration to the state budget agency, and further provides:
(d) The budget agency shall establish standards and procedures for the judicial technology and automation project. The standards shall be established to ensure that data collection, storage, and applications are compatible to promote data sharing and consistency among all users in Indiana. The budget agency shall develop a process to provide grants to counties to fund court technology and automation projects that meet the standards for compatibility established under this section. In addition to providing grants to counties, the budget agency may provide funding from the fund to the office of technology or the division of state court administration to assist in the implementation of the project.For background, see this lengthy ILB entry from Feb. 21st, complete with chart, that, inter alia, traces the way the automated record keeping fee has increased over the years.
(e) The budget agency shall make a progress report to the budget committee on the status of the judicial technology and automation project before December 31, 2009.
